WORKING CONDITIONS FOR LOCAL AGENTS IN DELEGATIONS

USHU GETS BACK TO YOU WITH OUR TAKE ON THIS WEEK'S INFORMATION SESSION

This Wednesday , 29 March a "Discussion Paper" circulated by the EEAS was the subject of a first Information Meeting with a view to making proposals to modify the current Framework Rules and to abolish the current Special Conditions of Employment (SCE). Dimitrije, Eyal & Sunil - prominent USHU members were there to represent you.

Several new elements are proposed including :

• possible increase to contributions in relation to the Provident Fund

• accelerated career progression

• strengthening of social protection provisions

• modification to the Severance Grant for newcomers (transition clause proposed for current Local Agents to maintain the current arrangement)

The underlying theme of discussions was the need to establish a clearer legal framework for Local Agents and to modernise working conditions.

The aim is to take three related Decisions on :

• New Framework Rules for Local Agents ( minimum standards for ALL Delegations and no Special Conditions of Employment)

• New Decision on CSISLA (Complementary Sickness Insurance Scheme for Local Agents)

• New Decision on the Provident Fund

The whole exercise aims to be "budget neutral" so they give with one hand and take with the other.

USHU wants to ensure that the new proposal does not lead to a deterioration for any LA colleagues, no matter where you are

USHU continues to advocate for an AUTHENTIC pension system or a lump sum for those who request it, in keeping with a true modern workplace and the need to ensure adequate social protection for 1000's of Local Agents who serve the European Union and deserve a better package.
